Water, Sanitation, and Hygiene Outputbased Aid (WASHOBA) - Lao PDR
Project Description
Gret and EMW’s water projects increased access for low-income households to safe drinking water. This was a combined output-based (OBA) and public private partnership (PPP) model, with financial mechanisms to incentivize private investment and ensure sustainable services. A connected hygiene campaign was implemented through schools and health dispensaries in the target sites.
EMW partnered with the World Bank’s Water and Sanitation Program (WSP) in a scale-up project to implement a Community Led Total Sanitation (CLTS), hygiene promotion and sanitation marketing program. To better mobilize the hard to reach population, EMW used a smart subsidies approach to target the poor.
Around 2,300 poor households built hygienic latrines under the program.
A randomized control trial to assess the effectiveness of different financial incentive packages combined with CLTS was conducted. The analysis was still being conducted at the time of project closure, but the results will be available on the websites of Thrive Networks and the World Bank in late 2018.
Project Location
The water and hygiene component was located in cluster villages in Xayaburi province, in the northwest of Laos. Xayaburi had a progressive local government that is interested in utilizing the public private partnership model for water.
The sanitation and hygiene component was implemented in the southern provinces of Sekong and Champasak. These provinces have some of the highest rates of open defecation in Laos, the lowest rates of latrine coverage and many rural areas without road access. Xayaburi, Champasak and Sekong were also selected based on the presence of partners with implementation expertize in Laos that can work with EMW using the OBA approach.
