Water, Sanitation and Hygiene Outputbased Aid (WASHOBA) - Cambodia
Project Description
Water, Sanitation and Hygiene Output-Based Aid (WASHOBA) demonstrated to Government cost-effective approaches to WASH services, while strictly targeting the rural poor. Both sanitation and water supply components utilized OBA to promote accountability, innovation and value for money by explicit determination of financial support for delivery of outputs and by shifting performance and financial risks to service providers.
Gret, EMW’s project partner, worked with central and provincial government to implement public-private partnership water supply systems. Government capabilities to promote, regulate and monitor private operators were enhanced.
Departments of Rural Development and Village Chiefs implemented the sanitation component. EMW trained the trainers and provided support throughout implementation. The poorest one-third of the population received consumer rebates upon latrine construction and verification.
Around 65,000 people from IDPoor 1 and 2 households benefited from new hygienic latrines they builty under the program, and more than 10,000 people benefited from household connects to safe piped water.
Project Location
Four Private-Public Partnership water supply systems in Kampong Cham and Kratie provinces as well as an additional subsidy mechanism to connect IDPoor households to existing piped water schemes.
Sanitation component:
- Kratie: 31 communes across five districts: Sambo, Chetr Borei, Chhlong, Prek Prasap, Snuol
- Kampong Cham: 19 communes across five districts: Prey Chhor, Kampong Siem, Chamka Leu, Ponhea Krek and Memot
- NB, Ponhea Krek and Memot are now part of the newly established province named Tbong Khmom.
The poverty rate for Kampong Cham is 23% and Kratie is 36%. Sanitation coverage in both provinces is below 25%. Access to water is 56% in Kampong Cham, 39% in Kratie.
